EDITORIAL: Hoosier Lottery looks to possibilities of private management
Indiana Gov. Mitch Daniels had the right idea more than five years ago when he proposed privatizing the Hoosier Lottery, to the benefit of higher education and college scholarships. Alas, Democrats in the 2006 Indiana House were not receptive, and there were some legal concerns as well, and Daniels eventually withdrew what seemed could be another privatizing success for the state, something in the mold of the Major Moves highway initiative.

My colleagues with the University of Kentucky have alerted me that they are already seeing bagworms hatching throughout their state. This is about three weeks earlier than normal. Since we share similar weather and growing conditions, I suspect that means that bagworms are hatching in the Evansville area now, too.
BARNETT: Straighten wall to install chair rail
Q: As a hobby, I build furniture and do repair work around the house, but sometimes the projects don't work out. We decided to add a chair rail to highlight our family room's plain walls. Seems simple enough, but I ran into a hump on the longest wall between the house and the garage. The furnace and water heater are in the garage on the other side of this hump, so I need to try to fix it from the family room. How can I repair this without removing the drywall or studs?
